2012 Caucus Fast Approaching!
A caucus participant must be a registered Republican, 18 years old by election day 2012 and must reside in the precinct in which he/she is caucusing. Voter registration forms will be available at the registration area for individuals wishing to register as a Republican.

What happens at a caucus?
1. Conducting the Presidential preference vote
One of the first orders of business after electing a chairperson and secretary is the Presidential preference vote. All delegates receive a ballot on which they mark their preferred candidate. Once all have voted, members of each precinct tally the votes. The results are announced and then relayed to the county and state parties to be combined with other precincts across the state.
2. Nomination and election of precinct representatives to the county central committee
Each precinct then nominates and elects two individuals to serve as representatives to the county central committee who voice the concerns of their neighbors to the local party. They also conduct official business for the county party in conjunction with other precinct representatives. Any individual can serve in this role from the precinct. The term is for two years and most central committees meet once a month. If you're interested be sure to volunteer during this portion of the caucus.
3. Nomination and election of delegates and alternates to the county convention
Each precinct also receives a predetermined number of seats to be filled at the March county convention by interested individuals. These people then meet with similar individuals from across the county to conduct a process similar to the precinct caucus at the county convention. Alternates are also chosen in case people initially chosen as delegates cannot attend. Those chosen to be delegates or alternates to the county convention will be those who are eligible to serve as county representatives to the congressional district and state party conventions. Again be sure to volunteer if interested.
4. Formation of party platform concepts
The last item is to begin submitting ideas for the party platform. The platform is the statement of beliefs for the political party. Is there something you believe the party should oppose or support? This portion of the caucus allows you to speak up and gain support from fellow citizens. Ideas generated at your precinct caucus are forwarded to the county party for debate and possible inclusion in the county's party platform, which is debated and adopted at the county convention.

All precincts will begin the evening together to hear remarks from candidates. The following time limits will be strictly enforced:
Presidential Candidates or designee: 3 minutes
Congressional/Statewide Candidates or designee: 2 minutes
State Legislative/County Candidates or designee: 1 minute
Following the remarks, those attending will move into their respective caucuses to conduct official business.

- Call to order by Jeff Madlom, at 7:07 p.m. at Days Inn, Manchester, Iowa. Agendas were distributed by Jeff M. The Pledge of Allegiance was lead by Jeff M.
- There were 15 members present and 3 guests: Charles Ankrom, Cliff Bunting, Jeffery Madlom, Doug Robbins, Terry Griffith, Michele DeBlieck, Bruce Nieman, Marcel Kielkucki, Brad Kimmerle, Rick Seeley , Al Meade, Gary Helmrich, Carla Becker, Shirley Helmrichs, and Kevin Glanz. Message From Terry Griffith:
Fellow Republicans, We have some things going on this summer that we need your help with. We have 3 parades coming up as well as the Delaware County Fair.
We need walkers and "elephant handlers" to do the parades. We will be handing out flyers at the Colesburg and Delaware County Parade promoting our "Movie in the Park" that will be held on July 22nd.
We also need some good Republicans to help man the booth at the Delaware County Fair on July 12th- July 17th.

- Treasurer’s report: Deb Peyton sent printed report showing balance of $5785.97. Chuck A. motioned to approve, seconded by Don P., motion carried.
- Announcements: Received a thank you from Holly Prier for the scholarship she was awarded from the Republican Central Committee.
- Legislative Report: There was discussion on the nonpassage of the $2.5M marching fund proposal for restoration of Lake Delhi. The $350K is still funded for the study/analysis on Lake Delhi.
- Candidates’ Spotlight: Lee Hein, Monticello, Representing District 31 was present. Discussion followed about events/parades in which he may wish to participate. Was also discussed that Delaware County may want to promote a candidate for State Senate. Deadline is March to determine who candidates are. Discussion on which towns have a local newspaper and which ones print news releases on the Republican events.
- Correspondence Report: none. Marcel was in Minnesota. Doug R has contact list for all Republican presidential candidates.

- Old Business: Lincoln Dinner w/Donald Trump—dinner was cancelled and check for $750 is being returned to Treasurer.

- Finance/Fundraising Committee: Don Piegors, Chair. Pres Jeff M thanked Finance Committee and Don P for doing the open-house. Don said assistance for whom should be invited as a speaker for our Fall Dinner would be most welcome. Maybe for a September date.
- Organization: Jeff offered to assist Shirley H. with her committee. Shirley declined assistance. Jeff will stay in contact with her should she need assistance.

- Informational Technologies: Rick Seeley, Chair. See above in Communications section. New website has been set up. A big thank you to Rick S. Meeting was help at Hardees with Rick, Carla, Marcel, Jeff and Michele in attendance. Emails, calendars, pictures, etc. can now be posted to our website. There is also a YouTube, Twitter and Facebook accounts set up. Google Apps was used to set it up and the website is: delawarecountyiowarepublicans.org.
- Scholarship Committee: Discussion was held on scoring and presentation.
- It was discussed why pictures and articles submited to the Manchester Press Newspaper are not being printed. Jeff to investigate.
- Comment and discussion that it is a good process and award goes to a Delaware resident.
- Parades and County Fair: Terry Griffith, Chair. Discussion for parade at Edgewood—Charles A will drive antique car in the parade representing Republican Central Committee July 25th. There was discussion on float for the Delaware Co parade as well as the booth, candy to toss, etc.
- Movie in the Park: Date has been set for Friday, July 22, rain date, July 23. Showtime is dusk, approximately 8:30 p.m. with free popcorn. Talking to the Castle Theatre for providing popcorn to us. Request goes to their board on July 13. Should know by June 29.
- New Business—
- Governor Branstad was in Manchester. Discussion followed, and members agreed it was a great talk and a good turnout. Picture of the Governor will be added to our website.
- Next meeting: July 11, 2011. A special meeting has been called by Jeff M for July 5th at 7:00 at Days Inn, due to the fair starting on July 11.

2011 Scholarship Winner Announced

The Delaware County Republican Central Committee is pleased to announce Holly Prier of North Linn High School as its 2011 scholarship winner. Annually, the Delaware County Republicans host a scholarship competition open to students from across Delaware County. Applicants must complete an application form and also compose an essay. Submissions are then reviewed by a committee who selects the recipient. Jeff Madlom, chairperson of the Delaware County Republicans, presented the award to Holly on Wednesday, May 11th at the North Linn High School awards ceremony. The Central Committee congratulates Holly and all area members of the class of 2011.

- Candidates’ Spotlight: 1.Nancy Jones, Buchanan County, from Organize4Palin campaign passed out information cards. Nancy stated their goal was to be organized so when Sarah Palin announces her candidacy, Iowa will be ready. Nancy says she does not talk for S. Palin. 2. Lee Hein, Monticello, Representing District 31 was present. Discussion followed about new districts, and events in which he may wish to participate.

A table for 10 has been reserved and the $750 sent in for the Lincoln Dinner with Donald Trump. Each person that has requested a spot is to pay our treasurer a check for $37.50 by June 10. A carpool is planned. Jeff M will distribute information regarding the carpool. - Standing Committees
- Finance/Fundraising Committee: Don Piegors, Chair. There was discussion for an Openhouse at Don Piegors’ as a public relations event. Don passed an invite around the room. The event is June 5th, from 2:00 to 4:00 p.m. for Century Club member. Steve Luken is invited. Century Club members, officers of the Central Committee and their guests are invited and will receive invitations. Carla B. made a motion for $200 to be given to Don P for expenses. Cliff B. seconded, Motion carried.

- Discussion: Delaware County, Iowa is loosing a house and a senate incumbent, which creates a vacancy in Delaware County. Iowa is losing a house seat at the Federal level.
B. Candidates speaking to Central Committee
- Marcel requested ground rules for length of time for guests to speak, etc. Marcel moved that candidates be given 10 minutes to speak with a 5 minute Q/A session. Representatives for a candidate to be given 5 minutes to speak with a 5 minutes Q/A session. This was seconded by Brian C. There was discussion and the motion was passed.
- Discussion on who pays when a candidate comes to our area. Candidates pay for bus and usually offer refreshments.
- GOP Lincoln Day Tickets June 10th. Cut off date is May 1. Cliff B reported that in the past The Central Committee purchased a table for 10 at a cost of $750 and the attending members pay for ½ of their seat, at a cost of $37.50. Phil T moved that we reserve a table if sufficient interest. Each attending members will pay for ½ of the cost. Motion was seconded by Marcel K. Motion carried. Members are to contact Jeff M if interested. It will be on a first come, first served basis.
- Future Programs: Would like to contact Steve Lukan for May or June, possibly for June 13th.
- Additional Comments: Cliff mentioned that a conversation with VanderPlatz and that he has and is looking for support. Media is playing him as a 1 issue person.

- Parades and County Fair: Terry Griffith, Chair. Discussion: 50/50 raffle is not profitable at County Fair. Licenses are $70 and last event, we did not break even. Would like precinct reps to help with the fair parade. Asking where the fair booth will be located. Cost is $100. Reminder that fair booth may need refurbishing and that plywood will need to be set up, especially of booth is moved.

- We need dates and a backup date since we were flooded out last year.
- Dan to ask for a 1 week extension and will report back.
- Dates of July 22/23 for now and asking for backup dates of July 29/30.

- Discussion: Do a program once every 3 months.
- Would be polite to have guest speaker go before meeting and then they would not have to wait around for business meeting to conclude.
B. Candidates requests for speaking to committee
- Could go at end of meeting so question/answer session could go as long as desired.
- Need to set up ground rules for length of time to speak, etc.
- Some members not receiving emails from Jeff. Jeff to work the issue.
- Membership would like to receive minutes electronically to shorten meeting time.
- Emails announcements—Jeff will distribute to the membership if event is in a bordering county
- Website: Jeff to contact Rick S to be brought up to date on website. Would like to publish minutes and possibly other reports on website. Jeff to call a special meeting with Rich and Michele to discuss website and how to push information or notification when something has been put on website.
